negotiation server based on Open Source / Open Standards software components. This platform supports the specification of work by customers (deliverables, schedule, performance requirements, safety, security, venue, etc.) and the solicitation of bids to complete this work by multiple contractors, using a web interface. Both parties are saved the expense and time of the matchmaking, preliminary meetings and largely repetitive aspects of the procurement process. The focus is on the bid, not the preliminaries. One result is lower overall procurement overhead. Built using a reliable Apache web server on GNU/Linux, the system uses a PostgreSQL database to manage the customer - contractor requirements matching. Privacy and security are insured through Secure Socket Layer (SSL) encryption.

To collect an access log with responding various access to advertisements, higher reliability is required for Internet servers. Even for Linux, having higher reliability, dangerousness of server down by hardware damage is still existing, and damage resulted in the service stop immediately for only 1 server. This system is improved to higher fault tolerance by duplicate servers.
